Most ideal-customer profiles fail in exactly this way, defined so broadly that they cannot guide a real decision. A working ICP behaves more like a decision rule, sharp enough that two people applying it independently would build almost the same list in almost the same order. It converts "anyone, roughly" into a specific set of accounts, chosen for specific reasons, approached in a specific sequence.
The sharpest profiles come from studying your actual best customers - the ones who bought quickly, retained, and expanded - and asking what they had in common before any of them became customers. The traits worth keeping are the ones you can observe in advance, such as company size, sales motion, the tools already in use, the shape of the team, or the presence of a particular role.
The test for any criterion is whether you could have spotted this account as a fit before it ever spoke to you. If the trait is only visible in hindsight, it is useless for targeting, however well it describes the customers you already won.
A complete ICP defines two things that are routinely blurred together:
This means a perfect-fit account is worth nothing if you are emailing someone with no ownership over the pain you solve, and the message itself has to shift by persona, because a founder, a VP, and an operator each live the same problem differently and each needs a different opening line.
A tight ICP makes personalization far easier, because you understand a narrow group deeply enough to say something true about them. Easier personalization lifts the reply rate, and higher-quality replies give you cleaner signal about what is actually working,10 which in turn lets you sharpen the profile further. A vague ICP breaks that sequence at the first step, because you cannot personalize to a group you have only described in the abstract, and everything downstream inherits the vagueness you started with.
If you can't answer all five crisply, your ICP is still a category, not a decision rule.
